I think it depends on the perspective since the definition is not totally specific, it is not like it is, "if it is X square miles it is a pandemic if it is less than X it is an epidemic". They are more terms to help describe the general magnitude of it. Throwing the word pandemic around might not be a good idea yet because so many are scared as is, should not cause more panic than is needed.
